What the rule says
Point system, max 12 points per staff member: under 24 mo = 2 points; 24 to under 36 mo = 1.33; 36 mo to under 5 yrs = 0.923; 5 to under 13 yrs = 0.48. Converted to single-age ratios: 12/2 = 6; 12/1.33 = 9; 12/0.923 = 13; 12/0.48 = 25. No group size stated. (Ratio detail was removed from IDAPA 16.06.03 in 2024 as duplicating the statute.)
Rule: Idaho Code §39-1109(4) (am. 2025). Read on 2026-10-31 at legislature.idaho.gov. Where the rule's ages split one of ours, the younger, stricter figure is shown. This is the rule for licensed centers; family child care homes, school-age care and mixed-age groups have their own rules. A reading of public regulations, not licensing advice.
